Coalition Governance
Coalition governance gives active member observatories a formal mechanism to challenge leadership while preventing vote stacking, mid-vote role manipulation, and repeated harassment motions.
Founder leadership belongs to an observatory
The Founder role is held by a coalition-member observatory. A player’s other observatories do not automatically inherit leadership. When succession is required, another player’s observatory may become Founder if it is the highest-priority qualifying coalition member.
Starting a Vote of No Confidence
An active Director, Research Lead, or Member can initiate a confidence motion when the observatory has been an active coalition member for at least 7 real-world days and has at least one accepted coalition contribution.
- Only one confidence vote may be active in a coalition at a time.
- A coalition may initiate at most 2 confidence votes in a rolling 30-day period.
- Each observatory may initiate at most 1 confidence vote in a rolling 30-day period.
- An observatory cannot initiate a vote against a Founder observatory owned by the same player account.
Electorate and ballots
The eligible electorate is snapshotted when the motion opens, including member role, membership date, player account, and coalition contribution credit. New members cannot be added to that vote after it starts.
Each player account receives one ballot per confidence vote, even if that player owns several observatories in the same coalition. Ballots remain private while voting is open; only turnout is public.
Duration, quorum, and passage
Normally 72 real-world hours. If every eligible account votes early, the motion can resolve immediately.
At least 60% of eligible player accounts must cast a ballot.
At least 60% of ballots cast must support removing confidence from the Founder.
Governance lock
While a confidence vote is active, Founder transfer, role changes, member removals, and voluntary coalition departures are temporarily locked. This protects the electorate and succession order from manipulation during the motion.
If the motion passes
The challenged Founder observatory is demoted to Member rather than automatically expelled. A new Founder is selected by Director → Research Lead → Member, then by snapshot contribution credit, membership seniority, and stable member ID. Vote history and final tallies remain visible after resolution.
